Fort Valley State University (FVSU) was the catalyst for the early stages of development of ENOCIS and played an important role in the founding of this new paradigm of on line educational opportunities for students of excellence amongst the underserved peoples of the world.

Chartered in 1895 and consolidated into the Fort Valley State College in 1939, FVSU is a public, senior, land-grant institution serving primarily the educational needs of the black community. Having a 94% black census, with 50 countries and more than 150 foreign students, the 2500 student body institution has the second largest campus in the State of Georgia and graduates more pre-med and dentistry students than any other school in the State.

FVSU provides instruction, research, and public and extension services, consistent with its land grant and public functions, for all segments of the population to achieve their personal, educational and professional goals.  Following the liberal art and land grant traditions, the University provides a diversified and challenging learning experience to meet the educational needs resulting from societal changes. 

 Although unique in objectives FVSU shares with other senior universities the following core characteristics:

 1.  A commitment to public service, continuing education technical assistance, and economic development activities that address the needs, improve the quality of life, and raise the educational level of excellence within the scope of university influence;

2.  A broad based curriculum to specialize in excellent programs in the arts and sciences technology and a broad general background of education in the liberal arts tradition;

3.  An international program designed to disseminate new knowledge and technology for improving the quality of life throughout the world;

4.  The enhancement of opportunities for the intellectual, personal and professional development of the "Underserved" segment of the population of the Nation and a limited cohort of the World.

5.  Critical Thinking: Graduates will display quantitative competency, be capable of differentiating facts from opinions, thinking logically and critically and show imagination and creativity in their scholarly endeavors and work efforts.

Previously exploring the mutual development: of an English as a Second Language (ESL)  program ENOCIS is concentrating on three principal areas of online education: agriculture: reforestry and medicinal plants, aquaculture and criminal justice.

 “Next in importance to freedom and justice is popular education, without which neither freedom nor justice can be permanently maintained.”                                                                                                                                                                                                                  

The goal of ENOCIS is to focus on key critical areas that will make a positive impact in moral and social change in society.                       

 "One of the most fundamental factors of a true civilization is education. This education, however, in order to be adequate and fruitful, should be comprehensive in nature and should take into consideration not only the physical and the intellectual side of man but also his spiritual and ethical aspects."
